Go to amazon.alexa.com, or the Amazon Alexa app, and sign in with the user's Amazon account. Go to the Skills tab and search for URC. You will see the URC Smart Home skill in the results.

Select "URC Smart Home Skill", and click “Enable Skill”. This will bring you to a login page asking for a Link Name and Link Code. This code is presented on the editor's Home Overview page when the Alexa Smart Home Scenes section is expanded, and optionally can be sent to the system user's email account. These are the credentials needed to link the URC Home system with Amazon. After logging in, grant Amazon access to the URC Home System.

You should be presented with a success page from Amazon. You are now connected with Amazon Smart Home and can go on to Discover Devices.
